The integrated management of surface and groundwater resources and the optimization of water allocation to achieve the optimal level of planting pattern crops is a necessity that was carried out in the Chamchamal plain of Kermanshah by using the linear programming model. Water demand and net production of products in the existing situation were used as coefficients of the objective function and definition of constraint functions, and the optimization of the existing and proposed situation was carried out in terms of the integrated management of surface and groundwater resources in areas with and without networks. The results showed that there is no match between the correct cultivation pattern and available water, and it indicates the weakness of network management. Optimization of the current situation has led to a reduction in the cultivation areas of wheat, sunflower, and tomato, and an increase in the cultivation of canola, potato, and faba bean, as well as the elimination of barley, sugar beet, and maize cultivation. Consequently, agricultural profitability has increased by 34.33% in network areas and 33.35% in areas without network. This profit increase in the suggested optimal conditions was 45.9 and 35.23 percent. The sensitivity analysis showed that in the areas covered by the network, both in the existing and proposed conditions, the decrease in profit was the most sensitive to the decrease in the area under wheat cultivation, and the increase in profit was the most sensitive to the increase in the area of potato cultivation and then wheat.
