The flow of the Sefidroud River, as the main water supplier of the Sefidroud irrigation and drainage network, has decreased about 50% in recent years. Therefore, optimal use of available water is necessary for the sustainability of agricultural production, especially rice. In this regard, it is necessary to investigate the problems of agricultural water management in this network in order to find effective solutions to solve these problems by tracking the main problems. The purpose of this research is to investigate the challenges facing water resource management in the paddy fields of Sefidroud irrigation and drainage network. In this regard, after forming a decision tree based on the opinion of experts and reviewing the existing experimental models, the required data were collected through questionnaires and face-to-face interviews with the water sector experts of Guilan province. The decision tree has three levels, the first level has three sub-indices, the second level has 16 sub-indices and the third level has 85 sub-indices. Data analysis was done using hierarchical analysis model. The results showed that among the three main factors of water problems and obstacles at the farm level, water supply and water transfer, the water transfer index has the largest share of problems with 40%, and the water supply index has the lowest share with 29%. dedicated. Each of which was examined with the following criteria, which necessitates the special examination of experts and requires the accurate and professional decision-making of experts in this field.
